Off-Road Vehicles

Learn how to upgrade or replace off-road diesel equipment with funding from the Carl Moyer Program. This program aims to cut air pollution from heavy-duty diesel engines in California.

Announcement:

The Carl Moyer Program closed on Wednesday, May 18, 2022, and is not accepting new applications. Complete applications that were submitted prior to midnight (Pacific Daylight Time) on May 18 will be evaluated for eligibility.

Year 23 Funding Cycle is anticipated to begin accepting new applications when the program opens in Summer 2022. Please sign up for the Carl Moyer Notification List on the Carl Moyer Program web page to receive timely email alerts or check back on this web page for program updates.

Project Types

The Year 23 funding cycle will offer funding for the following project types:

  • Equipment replacement - replace old equipment with the cleanest available equipment, including alternative-fuel and zero-emissions equipment.
  • Engine retrofit - install an emission control device.
  • Engine replacement (repower) - replace an old engine with the cleanest emission-certified engine available, including alternative-fuel and zero-emissions equipment.
  • Infrastructure - install or expand electric and alternative fuel infrastructure to fuel or power off-road equipment.

Eligibility

Basic Criteria

Public and private fleet owners were eligible to apply. The following equipment was generally eligible for grants; however, owners must also be able to determine the regulatory status of equipment (see next section):

  • Off-road equipment: loaders, tractors, dozers, excavators, scrapers, forklifts, ground support equipment, etc.
  • Portable engines/equipment: an engine designed and capable of being carried or moved from one location to another - e.g. portable generators, concrete pumps, wood chippers, water pumps, etc. To be eligible for funding the existing equipment must be registered with the California Air Resources Board's Statewide Portable Equipment Registration Program.
  • Equipment with 25 horsepower or greater diesel engines.
  • Equipment that meets the current calendar year of regulatory compliance or is exempt from regulation (agricultural equipment).
  • Equipment operating within the Air District’s boundaries, with priority given to those operating in areas highlighted in the Priority Community Map or in Community Air Protection communities.

Public or private organizations that own a variety of equipment types are encouraged to apply for grants in other categories, especially if the application includes fueling or charging infrastructure.

Rules and Regulations

The California Air Resources Board (CARB) established regulations for off-road equipment and portable engines that vary according to the engine type and the use of the equipment. The following CARB web pages can assist you in determining if your fleet meets applicable CARB fleet requirements:

  • Most diesel equipment operating in construction, mining, rental, airport equipment, and heavy industry is regulated under the CARB Off-Road Regulation.
  • CARB Statewide Portable Equipment Registration Program (PERP).
  • Off-road equipment powered by Large Spark Ignition (LSI) engines are regulated under the CARB LSI Fleet Rule: examples include agricultural, construction, and general industrial equipment powered by gasoline, liquefied petroleum gas, and other fuels.
  • Off-road equipment operating at ports and intermodal rail yards are regulated under the CARB Cargo Handling Equipment Regulation: examples include yard trucks, hostlers, cranes, top handlers, side handlers, forklifts, and loaders.
  • Mobile off-road equipment operating at least 50% of the time in qualifying agricultural activities is likely exempt from regulation.
  • Compliance dates will vary by regulation and fleet size.
  • For more information about off-road regulations, call the CARB regulatory hotline: 1-866-6-DIESEL (1-866-634-3735).

Co-Funding with Other Incentives

Additional funding may be available for your off-road equipment project. Eligible projects can use additional funds from other incentive programs (“co-funding”). Private fleets may be able to co-fund up to 95 percent of eligible costs, while public agencies may be eligible to co-fund up to 100 percent of eligible costs. Incentives may be available for zero- and near-zero emissions, hybrid, and natural gas equipment. Co-funded projects must meet the requirements for each funding source.

Additional Information

Off-Road Equipment Replacement Program (ERP)

Funding was available to:

Replace an existing old piece of equipment with cleanest available replacement equipment (with possible retrofit option) up to 90 percent of the project cost.

This project option is most appropriate when:

  1. the existing equipment is still fully functional with regular use over the past two years,
  2. there is no logical replacement engine option available from the manufacturer, and
  3. the diminished value of the existing piece of equipment does not justify further investment.

The Air District has contracted with Bay Area equipment dealers to assist applicants to apply for off-road equipment replacement projects. The Air District will also work with non-contracted dealers, on a case-by-case basis, for projects where the proposed equipment is for advanced technology (e.g., zero-emissions equipment) and/or is not available locally.  A complete list of Air District-contracted Bay Area equipment dealers can be found below.
