Commercial Electric Lawn and Garden Equipment Exchange Pilot Program (eL&G) - Now Open!
Commercial operators can apply for a voucher from an Air District approved vendor for $700 to $15,000 per piece of equipment to scrap and replace their old gasoline- or diesel-powered lawn and garden equipment with a new electric replacement. Eligible equipment includes chainsaws, trimmers, edgers, brush cutters, leaf blowers, vacuums, walk behind mowers, and ride on or stand/sit mowers.
Applications are now being accepted on a first-come, first-served basis until all funds have been awarded.

How it Works

- Visit an Air District approved Vendor(139 Kb PDF, 1 pg, posted 12/8/2025) to select your new equipment.

- Once your application is submitted, the Air District will verify that it meets the program requirements and issue a Notice of Conditional Approval and request the following additional required documentation be submitted to complete the application:
- Valid California photo ID
- Business license or C-27 contractor’s license for the last 2+ years
- Completed IRS W-9 form
- The Air District will provide final approval and issue a Notice to Proceed with an approved voucher so that you can exchange your old equipment to be scrapped and receive your new electric equipment.
Program Overview
The eL&G Pilot Program is a scrap and replace voucher program to reduce air pollution in the Bay Area by providing grant funding to replace older commercial combustion-powered lawn and garden equipment with zero-emission electric alternatives. Eligible commercial landscapers can turn in qualifying operational gasoline- or diesel-powered lawn and garden equipment in order to receive a discount on new cordless electric models.
The program does not provide vouchers for equipment that has already been purchased before an application is approved.
Who Can Apply
Eligible applicants include:
- Government agencies
- Schools
- Private landscaping and gardening businesses
Basic Eligibility
To qualify, applicants must:

- Exchanges must be one-for-one and like-for-like in the same equipment category shown in the table above (e.g., one chainsaw can be traded in for one chainsaw, trimmer, edger, or brush cutter)
- Portable charging equipment (e.g., chargers, cables, batteries) is eligible
- Participants must pay at least 15% of eligible costs after discounts
- Maximum total Voucher award: $100,000
