Other Goods Movement Equipment

The Goods Movement Program aims to reduce air pollution from equipment primarily used in moving freight and commercial goods along California’s major trade routes.

Year 5/6 Goods Movement Program – Other Equipment Funding Options

The Goods Movement Program includes the following equipment categories:

  • Cargo Handling Equipment (CHE)
  • Transport Refrigeration Unit (TRU) and Charging & Fueling Infrastructure
  • Ships at Berth (Shore Power) Projects
  • Locomotive and Railyard Projects

Equipment must primarily be used to move commercial freight, bulk, or goods for sale or for purchase along California’s trade corridors

How to Apply

  • Review the information and application assistance documents in the sections below.
  • Determine the eligibility of your existing equipment and fleet.
  • Select the project type.
  • Gather information about your equipment and engines (and any installed diesel particulate filters (DPF) installed) before starting your application.
  • As applicable - Work with vendors and authorities to prepare proposals and quotes (estimates) for infrastructure projects.
  • Contact our staff for information about how to apply. Depending on the project type, you may be able to apply online. All infrastructure projects require a written proposal in addition to basic application submission.

Application Forms

Cargo Handling Equipment (CHE) and Transport Refrigeration Units (TRUs)

The program is currently closed. The Air District accepted Goods Movement Program project applications until August 1, 2022. 

The following projects are eligible for funding under this program:

  • CHE replacement – replacing yard trucks, rubber-tired gantry cranes (RTG), forklifts, and other mobile lift equipment with electric or fuel-cell equipment.
  • CHE conversion – converting diesel-fueled yard trucks or upgrading diesel-powered RTGs to electric power.
  • TRU replacement - replacing diesel powered TRUs with zero-emission TRUs or cryogenic TRUs
  • Charging and fueling infrastructure – installing battery-charging or CHE hydrogen-fueling infrastructure, or TRU cryogenic refueling infrastructure. 

Electric charging, hydrogen fueling, and cryogenic infrastructure

  • Equipment owner must agree to replace one or more diesel-fueled units with new equipment powered by the fuel type matching the charging or fueling infrastructure installed for the project.  
  • Applicant must meet required legal, permitting, and engineering requirements for installation.
  • Infrastructure must be within the Bay Area trade corridor.

Ships at Berth (Shore Power) Projects

The program is currently closed. The Air District accepted Goods Movement Program project applications until August 1, 2022.

The following projects are eligible for funding:

  • Capture and Control - install ship emissions capture and control system (e.g., hood, bonnet).
  • Shore Power - install grid-based or non-grid-based shore-side power at existing cargo ship berths visited solely by vessels not subject to the control requirements of CARB’s Ships at Berth Regulation.
  • Cable Reel Management System - purchase a shore power cable reel management system to add to existing shore power system.

Locomotive and Railyard Projects

The program is currently closed. The Air District accepted Goods Movement Program project applications until August 1, 2022. 

The following projects are eligible for funding:

  • Locomotive retrofit – repower or install a remanufacture kit or filter to reduce emissions from a locomotive engine
  • Locomotive replacement – replace older class 3 locomotives/switchers to Tier 4 or zero emission rail car movers; replace switcher/line-haul locomotive to cleaner ones

Year 5 Goods Movement Program – Preliminary Ranklists

Year 5 funds opened in 2016, 2017, 2018, 2020, 2021, and 2022. Year 5 preliminary ranklists for closed solicitation periods are posted below.  

Equipment shown on the preliminary ranklist has met basic eligibility criteria for the program. However, appearance on the ranklist does not guarantee that equipment will receive program funding; applicants must complete further steps in order to receive funding.
