Replace diesel equipment with funding from the Goods Movement Program. This program aims to reduce air pollution from freight movement activities in California.
The Proposition 1B: Goods Movement Emission Reduction Program is a partnership between the California Air Resources Board, or CARB, and local agencies to quickly reduce diesel emissions and health risk from freight movement along California trade corridors. Projects funded under this program must achieve early or extra emission reductions not otherwise required by law or regulation.
The Air District administers the Goods Movement Program for the Bay Area. The program is currently open.
The Air District has opened a solicitation for zero-emission Transport Refrigeration Units, or TRUs. The solicitation will be open from May 7 to May 28.

Please note that, after completing the application form, Air District staff will send the primary project contact a link to upload all required documents related to the application. Applicants will have one (1) business day to upload all the required application documents. After one (1) business day, incomplete applications will be denied.
Eligible projects will include the replacement of diesel TRUs with zero emission TRUs. The Air District will only pay for new TRUs after the old TRUs have been inspected and the grantee has gone into contract with the Air District. Purchases made before contracting and inspection will not be paid for. Projects will be eligible for $100,000 per TRU or 80 percent of the cost of the TRU, whichever is lower.

Eligible applicants include both public and private entities and must be and stay in compliance with all local, state, and federal laws, including the Air District regulations and CARB’s ARBER program.
Projects have a 5-year or 10,000-hour project life with annual reporting required. See the draft contract for additional program requirements.
The Air District reserves the right, at its sole discretion, to modify this solicitation and to increase or decrease the amount of funds available under this solicitation. The Air District also reserves the right to cancel this solicitation, amend the solicitation as needed, reject any or all applications received in response to this solicitation, and issue another solicitation round if needed.

Certified dismantlers have a contract with the Air District to conduct required inspections and complete and submit required paperwork for the Goods Movement program. The Air District requires the use of an Air District certified dismantler. If you wish to use a dismantler not found on this list, please contact our office.
