AB 181- School District Transportation Service Plans
This page provides information for school districts on consulting with the Air District on Transportation Service Plans to meet the requirements of AB 181.
Overview
California Assembly Bill 181 requires school districts to develop transportation service plans in consultation with air quality management districts.
“SEC. 14. 39800.1. (b) (1) The Plan shall be developed in consultation with classified staff, teachers, school administrators, regional local transit authorities, local air pollution control districts and air quality management districts, parents, pupils, and other stakeholders.”
The Air District does not review these plans; however, it does offer several funding programs that school districts may take advantage of when implementing their developed plans.
School districts that receive and consider the information provided on this web page are considered to have consulted adequately with the Air District.
Funding
The Air District does not do transportation service planning; however, the agency does offer several funding opportunities that may support your plan, including the Carl Moyer Program, the Charge! Program, and the Transportation Fund for Clean Air County Program Manager Fund.
Carl Moyer Program
The Carl Moyer Program, administered by the Air District’s Strategic Incentives Division, provides funding for zero-emission school buses and associated infrastructure. More information on this funding, eligibility criteria, and how to apply can be found on the Air District’s School Buses web page.
Charge! Program
The Charge! Program, administered by the Air District’s Technology Implementation Office, periodically has funding for light-duty charging infrastructure for the public, which could include teachers, families, and other visitors to the school. Transportation Fund for Clean Air’s County Program Manager Fund
The Transportation Fund for Clean Air’s County Program Manager Fund is offered through each county’s Congestion Management Agency and has funded bikeways and bike parking, transportation services, and Safe Routes to School programs. Interested school districts should reach out to their local County Program Manager liaison for more details on available funding. More information can be found on the County Program Manager web page.
