Air District funding is available to help upgrade or replace on-road diesel trucks with newer, lower-emission equipment.


The Carl Moyer Program closed on Wednesday, May 18, 2022, and is not accepting new applications. Complete applications that were submitted prior to midnight (Pacific Daylight Time) on May 18 will be evaluated for eligibility.

Year 23 Funding Cycle is anticipated to begin accepting new applications when the program opens in Summer 2022. Please sign up for the Carl Moyer Notification List on the Carl Moyer Program web page to receive timely email alerts or check back on this web page for program updates. 



The Air District has the following on-road truck and bus programs:

  • Carl Moyer Program – The Carl Moyer Program provides vouchers or grants for public or private fleets to replace trucks and buses, repower engines, convert power (fuel) systems, and install battery-charging or fuel infrastructure for on-road equipment.   
  • Goods Movement Program – The Proposition 1B: Goods Movement Emission Reduction Program aims to quickly reduce air pollution emissions and health risk from freight movement along California trade corridors.  Through this program over 2,500 trucks have been replaced or retrofitted.
