Announcement:

The Carl Moyer Program closed on Wednesday, May 18, 2022, and is not accepting new applications. Complete applications that were submitted prior to midnight (Pacific Daylight Time) on May 18 will be evaluated for eligibility. Other funding opportunities continue to be available for on-road trucks and buses, including the Goods Movement Program and HVIP.  

The Year 23 Funding Cycle is anticipated to begin accepting new applications when the program opens in Summer 2022. Please sign up for the Carl Moyer Notification List on the Carl Moyer Program web page to receive timely email alerts or check back on this web page for program updates.

Project Types

The Year 23 application cycle will offer funding for the following types of projects:

Truck Replacement

Replace heavy-duty trucks, buses, transit vehicles, solid waste vehicles, utility trucks, emergency vehicles and other on-road vehicles (GVWR greater than 14,000 lbs) in compliant fleets with the cleanest-emissions vehicle available, including zero-emissions vehicles. Note that replacing with a diesel-fueled vehicle is no longer eligible for funding.

Engine Repower or Equipment Conversion

Replace the engine in an existing heavy-duty vehicle (GVWR greater than 14,000 lbs) in compliant fleets with zero-emissions.

Battery-Charging and Alternative Fueling Infrastructure

Install, convert, or expand battery-charging stations or alternative fuel stations to support funded equipment that is electric or alternative-fueled.

Eligible infrastructure projects

  • Battery charging stations – install new, convert or expand existing battery charging stations.
  • Alternative fueling stations – install new, convert or expand existing hydrogen or natural gas fueling stations.
  • Other project types may be eligible on a case-by-case basis. Contact our staff to discuss.

Eligible costs of infrastructure projects include costs of design and engineering, equipment (including non-grid power system), installation, and meters or data loggers. Eligible projects must comply with all applicable laws, be located in the Air District's jurisdiction, and meet site ownership, equipment specification, and other Carl Moyer Program and Air District requirements.

Rules and Regulations

Funding cannot be used for upgrades or equipment purchases that are already required by an existing regulation, local ordinance, or contract. However, funding may be available for projects that comply at least one to three years in advance of a requirement. Verify eligibility by identifying the regulations your truck is subject to.

CARB has adopted statewide truck and bus regulations to reduce emissions of diesel particulate matter, oxides of nitrogen, and other criteria pollutants from in-use on-road vehicles. These regulations affect the eligibility of all on-road, heavy-duty diesel-fueled, and alternative diesel-fueled vehicles operated in California with a GVWR greater than 14,000 pounds.

Applicants applying for On-Road Vehicle funding must document current fleet compliance. Questions about CARB regulations or compliance must be directed to CARB staff at 1-866-6DIESEL (866-634-3735) or . Air District staff does not have access to compliance reporting records and cannot answer questions about a specific fleet’s compliance.
