Có hiệu lực vào ngày 01 tháng Giêng năm 2011, Quy Định 9, Điều Lệ 7 buộc phải đăng ký các nồi hơi, máy phát điện bằng hơi nước và máy sưởi quy trình nhất định với Địa Hạt và tuân thủ các giới hạn phát thải nêu ra trong điều lệ.
