To be able to conduct a prescribed burn, you must first submit a Smoke Management Plan (SMP) 30 days before the date of the burn. SMPs are submitted via the California Air Resources Board’s Prescribed Fire Information Reporting System (PFIRS). Guidance for how to submit an SMP is outlined in the PFIRS User Guide(2 Mb PDF, 25 pgs, posted 10/06/2021).
The SMP will be reviewed by the Air District and must be approved by the Air District before you proceed with a prescribed burn. Once you have received approval, you must obtain a burn permit from your local fire agency and/or CALFIRE.
To request an acreage allocation for your burn, you must submit a request through PFIRS by 9 AM the day BEFORE you want to burn. The Air District will respond to your request the next day by 8 AM.
A burn notification form must be submitted to the Air District prior to any burning. You must submit a separate burn notification form for each different burn address location and burn type.

After receiving your notification form, Air District staff will send you an invoice for the open burn fee, which will include your open burn invoice number. Please have this number with you at the burn site.
An online payment option for major credit cards and debit cards is available. The open burn fee may also be paid by check, cashier’s check, or money order.

The inspector will request your open burn invoice number or the name of your SMP for the burn site. The inspector will verify that the burn material is legal and consistent with the fire type you indicated on your notification form or SMP – please have a copy of the specific form (electronic or paper) at the burn site.
