Permit Renewal and Update Overview

For eligible facilities, the Air District’s online permitting system gives regulated industry the ability to submit permit applications, renew permits, update facility information, and access permit documents. If your facility is eligible for renewal through the online permitting system, you can follow the instructions for renewing your permit below.

Before you start the renewal process

Please take a moment to review and verify the following information on the Facility page:

  • Each facility has a designated owner contact, operator contact, and billing contact. Verify that this information (contact name, mailing address, phone number, and email) is correct, and update if needed.
  • Review the Device List and verify that all devices are still in operation and should be renewed. If any devices have been dismantled and should not be included in this renewal, complete a shutdown request to have your renewal invoice recalculated.

Why do I need to provide emissions update information?

The Air District requests this information to calculate emissions of air contaminants to satisfy California Air Resources Board and United States Environmental Protection Agency annual reporting requirements. The information you furnish will be used to:

  • Update your facility’s emissions inventory
  • Calculate the Air District permit renewal fees for your facility
  • Check compliance with applicable Air District regulations and permit conditions
  • Comply with CARB’s Air Toxics “Hot Spots” Information and Assessment Act (AB 2588) reporting requirements

The authority for requesting this information is contained in the Air District's Regulation 1, Section 441 and Health & Safety Code Sections 42303 & 44300.

Are there any penalties for not submitting data?

Failure to submit data is a violation of the Air District's Regulation 1, Section 441, and may subject your facility to enforcement action. Actions may be any or all of the following:

  • Withholding of your facility’s Permit to Operate renewal
  • Issuance of a Notice to Comply (NTC)
  • Issuance of a Notice of Violation (NOV) and any applicable fines
  • Revocation of your facility’s Permit to Operate

Documents you may need

When completing the update section, you may need to reference the following:

  • Your operational logs
  • Material Safety Data Sheets (MSDS’s)
  • Your permit, including permit conditions
  • Waste manifests
  • Utility (gas) bills

Choosing a reporting period

You will need to enter a current end date for the 12 month period you are reporting for each material usage. The end date should be as near as possible to the date you complete this form, and must be within the 12 months prior to the current permit expiration date.

Entering reported usage

You will need to enter the total amount of the listed material(s) used at this device or operation during the chosen reporting period.

Material Certification

You will be asked to certify that all materials used in your device or operation are compliant with your permit conditions and applicable Air District Regulations. If your materials have changed and/or you are unsure if your materials are compliant with your permit conditions and Air District Regulations, select the appropriate radio button and upload documentation for the Air District to review.

Device Shutdown

To declare a device as shut down, choose ‘Request Shutdown’ and provide the date that the device was or will be dismantled. Dismantled means the device has either been removed or has been physically changed so that operation is not viable.

Shutting down means that the Permit to Operate for the device(s) or facility is surrendered. Operation of any device after shutdown is not allowed unless a new permit application is submitted and a new permit is issued.

How to renew your permit

Once the facility renewal invoice has been issued, payment can be made by the following methods:

  • Credit Card – Pay online using all major credit/debit cards. Subject to a 2.95% service fee.
  • eCheck/Bank Account – Pay online using a bank checking or savings account.
  • Manual – Pay via mail  with a money order, personal, or business check.

  • Withholding of your facility’s renewed Permit to Operate
  • Issuance of a Notice to Comply (NTC)
  • Issuance of a Notice of Violation (NOV) and any applicable fines
  • Revocation of your facility’s Permit to Operate
